This is a personal defense round designed to hit and stop without worries of passing through the intended target or passing through backstops.
The HST bullet by Federal was introduced in 2002 exclusively for law enforcement use as being a 9mm round that was safe for use at close range that would not fragment or go through targets and endanger bystanders. Instead of using a bonding technology to bind core and jacket together, the lower velocity round makes use of a cannelure or groove to hold the core within the jacket. The HST bullets were made available to the civilian market in 2015.
